Marcel-Henri JASPAR was a Minister with the Belgian government. With a visa from Aristides de Sousa Mendes, he was able to cross into Portugal and from there went to London where his efforts helped launch the Belgian government in exile. There he delivered a seminal speech over the radio on June 23, 1940, saying: “The war for the liberation of our country continues and will continue until victory.”
